The primary goals of the Department activities are: complex development of resort industry and tourism in Krasnodar Territory, rational use of its natural, climatic, tourism and recreational resources, improvement of investment attractiveness of resorts and recreational territories, creation of a modern, highly efficient and competitive health improvement and resort complex to admit visitors from the Territory, the Russian Federation and abroad looking for health improvement, recreation and tourism; and raising profits to the budgets of all levels.

The main objectives of the Department are:

• Government regulation of complex development of resort industry and tourism in Krasnodar Territory.
• Implementation of federal laws, the laws of Krasnodar Territory and other statutory acts of the Russian Federation and Krasnodar Territory specific to complex development of resort industry and tourism adopted in pursuance therewith.
• Development coordination and implementation of scientific and technical policies as well as scientific, innovational and informational support of resort industry and tourism development in Krasnodar Territory.
• Providing facilities for raising investment attractiveness of resorts as well development and improved competitiveness of the health improvement, recreational and tourism complex of Krasnodar Territory.
• Development of proposals for further complex development of the health improvement, recreational and tourism complex to cater for the needs of citizens in health improvement, recreation and tourism; establishment of international contacts; rational use of historical and cultural heritage of the Territory as well as scientific, technical and educational potential specific to resort industry and tourism.
